Clarify ArgoCD status and update MySQL→MariaDB

- ArgoCD: Installed but not configured yet (Fase 4)
- All MySQL references updated to MariaDB 11.4 LTS
- Current CI/CD: Gitea Actions (active)
- Future GitOps: ArgoCD (pending configuration)
